Management Team 
Jerome Cook, Administrator, began his career in 1979 in the Clerk of Courts office. In a professional capacity, Jerome represents the Clerk of Courts office at the national and state levels, serving on the Ohio Clerk of Courts Technology Committee, the Butler County Criminal Justice Board, and the Supreme Court of Ohio's Technology Standards Committee.
Jerome has oversight of the Information Systems, Finance, Legal and Title Division. He also serves as the Chief Deputy Clerk of the Legal Division, the System Administrator for CourtView application and the web manager of the Ohio Clerk of Courts Association web site at www.occaohio.com.
Jerome's personal interests include Shaolin martial arts, justice systems administration, and the application of emerging technologies.

Debbie Grubb, Finance Director, came to us from the Butler County Board of Elections where she was employed for 12 years. She has served as the Finance Director for the Butler County Clerk of Courts since 1997. Debbie has the fiduciary responsibilities for the collection and distribution of funds for both the Title and Legal Divisions. Her department is comprised of five bookkeepers.
Debbie is a life-long resident of Butler County. She resides in Trenton with her husband, Chuck, of 35 years, who is retired from A. K. Steel and works for Bass Pro Shop. Her oldest son, Todd, is the manager of Audio Advantage in Centerville and resides in Trenton with his children, Devin and Taylor. Her youngest son, Chad, is employed by the Butler County Auditor, Information Systems and resides in Beavercreek with his wife, Stephanie, and children, Gordon, Henry and Mallory.

Stephanie Harris, Title Division Director, has been employed by the Clerk of Courts office for more than 25 years. During her employment, she has held the positions of title clerk, personnel clerk, bookkeeper, administrative assistant, and Finance Department supervisor. She graduated from Talawanda High School and attended Southern Ohio College.
Stephanie is a life-long Butler County resident and resides in Hanover Township with her husband, David, and daughter, Kathleen. Her step-son, Sean, is a Staff Sergeant in the United States Army. Sean's wife, Natasha is a military police officer in the Army and is currently serving in Iraq. Stephanie's son, Barrett, is a Civil Engineer and resides in Ludlow, Kentucky with his wife, Emily, and sons Hayden and Elliott. Her son, Christopher, is a sub-contractor for Richard Snader Roofing in Hamilton and resides in Oxford with his partner, Jennifer, and daughter, Tatumn. Her daughter, Kathleen, is an honors student at Talawanda Middle School in Oxford.

Jeff Wyrick, Chief Deputy and Information Systems Director, is the database manager of the CourtView system, the proprietary software of MAXIMUS Justice Solutions Division. He has application administration and training responsibilities for the Clerk of Court's office, the General Division of the Court of Common Pleas, the Probation Department, and the Pre-Trial Services Department.
Jeff has played an integral role in developing the Clerk of Courts technology vision. He provides support for the database, application file servers, web servers, and imaging services utilized by hundreds employees of the justice system, and tens of thousands of people through the Internet.
He holds a Bachelors Degree from Thomas More College in Northern Kentucky and a Masters Degree in Criminal Justice from the University of Cincinnati. He has been employed in the technology and criminal justice fields since 1990 and resides in Fairfield with his family.
Personnel Policies The Clerk of Courts office has adopted the standard personnel polices established for Butler County employees contained in the Butler County Personnel Manual. The positions covered by the Butler County Personnel Manual are full and part time Legal Division deputy clerks, mail courier, seasonal employees (summer action), administrative staff, and all management personnel. The holiday schedule for these employees is established annually by resolution of the Butler County Commissioners.
The Title Division deputy clerks and the Finance Department bookkeepers are governed by the American Federation of State, County and Municipal Employees contract. The employees covered by this contract observe the same holidays established in the Commissioners' holiday schedule. However, the Title Division will close on Saturdays when the Monday or Friday immediately preceding or following that Saturday is in observance of one of the following major holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Columbus Day Observed (day after Thanksgiving), Christmas Day.
General policies of the Butler County Clerk of Courts office are outlined in the Employee Policy Manual. The manual is a quick reference tool for useful policies such as parking, vacation, payroll, dress code, and more.
Organizational Structure The Clerk of Courts organizational structure includes the Title Division, the Legal Division, the Information Systems Department, Finance Department and Administration.
The Title Division consists of the Hamilton Title office, Fairfield Title office, Middletown Title office, and West Chester Title office. The Title Division administrative offices and records center are housed in the Hamilton Title office.
The Legal Division consists of the following departments: Intake, Data Entry, Imaging, Issuance, Documents, Archiving, and Mail Room. The Legal Division is on the 5th floor of the Government Services Center.
The Information Systems, Finance and Administration Departments are also located on the 5th Floor of the Government Services Center.
